He emigrated from Taiwan to the United States. Starting off as a naval officer, he was able to pass the National exams in Taiwan and was awarded a prestigious National Science Foundation scholarship to come study in the United States. Dr. Chao completed his Master’s Degree at the University of Maryland and a Ph.D. in Optics at the University of Rochester, where he advanced groundbreaking research in lasers for communications.
He is the proud father of two daughters and five grandchildren and spends his time teaching Mahjong and singing at the San Mateo Chinese Opera club.
